Tools to build Web Apps without Coding

I'm not even sure what you call it, but I'd like to find a open source or hosted (software as a service) service solution to allow me to create simple web applications, primarily related to simple database and workflow systems. There seem to be several services in this space, with a variety of positions in the market.

I'm excited to tinker with these and see what I can find that works well -- any suggestions?
